Hello, it might be coming from different reasons, I would first start
trying to upload a file with FTP by hand, with the same user bm uses.
That could help figuring out what is going on in the FTP server's side.
But, my main advice would be to upgrade to the debian-sarge backport:
backup-manager 0.6.2-0bp1
http://www.backports.org/package.php?search=backup-manager
As you can see on the website, this is first stable version in the 0.6
branch, 0.5.x is deprecated and should not be used.

I strongly recommend to upgrade to 0.6.2
